Pema informed Parrikar that ALGs at Tawang, Aalo, Walong and Tuting in Arunachal Pradesh are under various stages of progress while the construction works of ALGs at Ziro, Mechuka and Pasighat are complete and were recently operationalized by the IAF.
Meanwhile,  Parrikar has assured Pema to visit Arunachal Pradesh in  October.

TAH work remains a non-starter in Ziro valley
[ Taro Chatung ]
ITANAGAR, Aug 26: The construction of a stretch of 20 km of Trans Arunachal Highway passing through Ziro has been put to a complete halt due to intervention of the Indian Air Force (IAF) authority.
Citing flight safety, the IAF authority has intervened not to construct the portion of the road parallel to the ALG, Ziro without NOC from it. They are asking to shift/ realign the highway instead.
The astonishing fact is the issue of NOC has never arisen in similar cases of TAH involving ALGs in the state.
The shifting issue was placed in a meeting held on May 18, 2015 in Delhi by IAF representative, which was presided over by the Secretary, Ministry of Road Transport & Highway, Govt. of India. and the meeting took into consideration this issue. Thereafter, the Secretary, MoRTH, had directed the concern authority to carry out re-alignment of that portion of the TAH passing through Ziro valley as well as to stop any further developmental activities till a final decision is arrived on this issue by Govt. of Arunachal Pradesh.
Now, this portion of TAH is lying like a 'dead python' for want of NOC from Indian Air Force. This only reflects the negligence towards Ziro valley by the State as well as the central governments.
President of All Lower Subansiri Highway Land Affected Association Ziro Block Nani Chatung has out rightly rejected the idea of shifting the Highway away from Ziro town; rather he is demanding shifting of the ALG from Ziro town.
Secretary of All Lower Subansiri Highway Land Affected Association Ziro Block Mihin Doilang said that they would launch democratic movement, if the NOC issue is not re-considered by the IAF for construction of the highway.
Doilang informed that they would voluntarily organize compensation assessment on Right of Way of the highway stretch of Ziro valley in order to show fairness as well as to compare voluntarily assessed amount with the officially assessed amount of compensation to avoid any unfair means.
"I fail to understand why the MoRTH, who in one occasion included Ziro in the National Highway map, which was published in Gazette India Notification dated 16th May,2008, is now back tracking and defying the sanctity of this notification."
In the meeting held on May 18, 2015, it was decided to shift this very same road passing through Ziro town away from the town.
The name of Ziro was also clearly included during the announcement of former Prime Minister Manmohan Singh on January 31, 2008 at Itanagar while announcing the Trans Arunachal Highway project from Tawang to Kanubari.
MoRTH need to change its stand immediately to construct a two lane highway on the existing road of Ziro town in the larger interest of the people of Ziro.
MLA Tage Taki told that 90 percent of the people of Ziro plateau are in favour of constructing two lane highway on the existing road of Ziro town. He also told that he and Retd. Wing Commander Gyati Kago had been to Eastern Air Command, Shillong in June, 2016 and pressed for construction of the Highway along the existing road of Ziro town.
The IAF authority has assured Taki and Kago to take up the matter at higher level for issuing NOC in this regard from IAF, which shows a ray of hope for the people of Ziro.
The solution would be more quicker, if Union Minister Kiren Rijuju, Chief Minister Pema Khandu and Chief Secretary play a proactive role and intervene the issue.

Making more effective laws
[ Ninong Ering ]
The Parliament of India is the supreme legislative body of Republic of India. It also has an important role of representation of the will of people of India which is done through election of Lok Sabha. Members of Parliament play a vital and critical role in formulation of legislation which determines the shape of law and order in the country along with providing other necessary rights for wellbeing of citizens.
A bill which further becomes Act and takes the form of law can be brought through two means. First one is the Government Bill like recent GST bill brought by the Government and other is Private Members' Bill brought by other MPs outside Council of Ministers. The Right to Transgenders Bill by Mr. Tiruchi Siva is one prime example.
Two Private Members Bill had been introduced by me in last few sessions of the Parliament.
First one being the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2015 introduced on 18th December 2015 which seeks to include five tribes known as other Naga tribes who do not have any identity in the Constitution.
Therefore, they do not enjoy the benefits of reservation as applicable to other Scheduled Tribes. The tribes are 'Tangsa', 'Nocte', 'Tutcha', 'Wangchoo' and 'Yobin' of Tirap, Changlang and Longding districts of Arunachal Pradesh.
Hence, it is important that these tribes may be recognized and listed as the Scheduled Tribes in respect of the State of Arunachal Pradesh in the Scheduled Tribes list order.
The other bill named as The State Of Arunachal Pradesh (Amendment) Bill, 2016 introduced on 5th August, 2016 to establish a High Court for the state of Arunachal Pradesh at Itanagar.
A separate and permanent High Court for Arunachal Pradesh is demanded by the people of the State from long time now. Although there exists a bench of Gauhati High Courtat Itanagar but due to escalating burden of pending cases and myriad historical facts, a separate high court should be established in Arunachal Pradesh very soon.
When the State of Arunachal Pradesh Act, 1986, provided for a common high court the population and dynamics of administration of the state was very different from the present times. Now, the State faces many problems, such as law and order, border management, illegal activities, insurgency, inter-State disputes, etc. which have raised number of cases at a rapid rate. In order to have a proper and time bound justice to the people, a separate High Court of Arunachal Pradesh is required now which will meet the needs and aspirations of the people. This will help them in getting justice timely without making unnecessary expenditures.
I hope that these two bills can be taken up for the debate in the upcoming winter session of Parliament. This will not only allow excluded tribes to have their rights but also let people of Arunachal Pradesh have their own High Court which will provide them speedy justice. It is high time that the Union Government must look into these bills and cooperate to make these bills as acts.

Good move

The disastrous performance of Indian contingent in the recently concluded Olympic Game at Rio has received criticism from every corner. A country with population of 1.25 billion won only two medal. Dismal performance of athletes along with shameful behavior of Indian officials including that of union sports minister Vijay Goel brought massive negative publicity to India.

Report also emerged that Marathon runner OP Jaisha was not provided with drinking water during the race. She collapsed after crossing the finishing line and had to be treated. Also there was no doctor available to treat her. Shockingly instead of trying to rectify the mistake the members of Athletic federation has been making all sort of excuses to deflect the blame. After lot of negative publicity the union government today broke silence and assures to develop task force for better preparation in future games. Prime Minister Narendra Modi announced that his government would set up a task force to create strategy to help sportspersons prepare for the next three Olympics. The task force would cover infrastructure, training and selection. PM Modi made the announcement at a Cabinet meeting on Friday, and said the task force would be set up in the next few days. This is a very good initiative on the part of Prime Minister Narendra Modi. However it is just an assurance and till it is properly implemented critics will remain skeptical. In the past also many government made such promises but nothing has improved at ground level. The Indian sportspersons still continues to struggle for government support.

Problem for EIOP candidates

Dear Editor,

Through your newspaper, I would like to share the pitiable and helplessness of Eligible for Improvement of Performance (EIOP) candidates of Class X. This year i.e. July 2016 EIOP result is very poor, from almost every school only 3/4 candidates could clear their examination, as a result there is mass failure in every school. So, no re-admission chance has been given to any candidate though there is no clear-cut instruction from CBSE.

Poor parents are running from pillar to post to get children admitted as regular candidates but no re-admission has been given to them and they have been asked or directed to appear as private candidates. So, it’s my humble request to find out a solution and circulate the admission Bye-Law for such candidates as issued by CBSE in the interest of the students who our next generation and our greatest wealth.

Address the plague affecting Indian sports

Dear Editor,

In a country swarming with 1.3 billion people, is it too much to expect more than 2 medals in the Olympics? With its largest ever contingent of 117 athletes in Rio, our results regressed well below the London Olympics tally of 6 medals. Only after a barren stretch of 12 days, India's daughters PV Sindhu, Dipa Karmakar and Sakshi Malik came to salvage our izzat.

The need of the hour is a much needed introspection on our sports policies, infrastructural backlog and sports culture. Only 15% of the total populations are exposed to sports. Youth energy is yet to be tapped in a young country like ours.   The energy and focus of the young people can be easily guided towards the pinnacle of sports, instead of letting them astray towards alcohol, drugs and gambling culture.

Perhaps, we could learn from other high performing countries of the Rio Olympics. In USA, games and sports is privately funded, with due importance accorded to university level sports. There is no sports ministry. After the 1996 Olympic blunder, UK had to bring about changes in sports management.  They plugged sports into national lottery for funding excellence. Post Olympic in the Indian context,  this would have meant cutting down the fund allocation of non performing  disciplines (archery,  shooting) while investing more in wrestling and badminton(India has won medals in this discipline). In case of our immediate neighbour china, it didn't win any medals in the 1952 Olympics. Then it abstained from participating in the Olympics for 32 long years, because of political reasons. However, it came back with a bang in 1984 Olympics winning 15 gold. There has been no looking back now for china now. However, only money and infrastructure void of a sports culture also hasn't yielded any fruit, evident from the performance of oil rich countries in the Olympics.

It is time that India as a nation ponders on its shortcomings and addresses the plague affecting the future of sports in India.

Road to RGU

Dear Editor,

This is in connection with the news item published in your esteemed daily “Govt. earmarks funds for roads leading to RGU”.

The residents of in and around Doimukh and Rono hills were much pleased and happy when the State government led by CM Pema Khandu announced funds for the renovation of roads leading to RGU, the state’s lone central University. It is to be mentioned here that the road from Bage Tinali to Harmuty is the only alternative road to reach Eastern parts of Arunachal via North Lakhimpur (Assam) beside National highway 52A.

Seeing the significance of the road, the concerned department or the government should allocate the work to some renowned private companies which has already earned their name from their previous projects. Otherwise it is being feared that if it falls in the wrong hands, the present deplorable situation may be seen right after few months of renovation. The works should be strictly monitored for standard quality. They should implement proper engineering knowledge for building all weather roads rather than blaming torrential rain and topography for deterioration of constructed roads. It is a common trend in capital complex where roads are always painted with coaltar without constructing proper drainage system. If drainage is constructed, it would facilitate rain water to sip along the road without hampering it. Even a non-engineering and uneducated person knows the importance of drainage system. Deputy CM’s has sent a directives to the engineers to ensure that the work is undertaken on a time bound manner without compromising with the quality of work nonetheless the residents’ fear poor outcome unless it is constantly monitored.

Indo-Myanmar ties

Dear Editor,

Strong Indo-Myanmar tie is a monumental achievement for both India and Myanmar. Both nations have strong socio-cultural as well historic ties; and more importantly strong ethnic ties and relations along the 16,00 km long densely forested Indo-Myanmar border.  Both nations have so much to offer in the areas of agriculture, industry, infrastructure development, mining and forestry products, joint conservation and natural resources management, developing stronger security measures and joint border management, information technology, marine technology, space research and weather satellite development for Myanmar, developing technology and research institutes by India in different major cities and towns of Myanmar. Furthermore, Myanmar has huge natural resources that India can easily utilize for her industrial and energy requirements by investing heavily in this newly democratic and friendly nation. I also greatly appreciate the Government of Myanmar for maintaining a healthy balance of diplomatic relations with her both giant Asian neighbours, India and China that are strongly competing against one another in various fronts for global dominance.

Myanmar needs both help and support of India and China for her socio-economic developments. By not pitching one giant against another, Myanmar has clearly demonstrated to both super powers that she is independent, friendly and respectful to both nations and need strong cooperation of both giants for her speedy economic development and political stability. India, a nation of 1.25 billion people is predominantly vegetarian in their food habits and hence in need of steady supply of different pulses as part of her protein requirement. But the production is falling short for demands and the price is steadily rising. The Indian government is desperate in stabilizing supply and Myanmar could be a major supplier of pulse crops for India. Being adjacent to the subcontinent, the cost of transportation cost will be low and being similar to the agro-climatic regimes of the Indian subcontinent, the quality of pulses generated in Myanmar will be more acceptable among Indian consumers than pulses grown in distant corner of the world. There is a huge agricultural opportunity for Myanmar in this regard.

I sincerely congratulate both governments for positively engaging and already initiating infrastructure development across the international border. Highways connecting India via Myanmar to Thailand will bring the ASEAN and SAARC economic zone closer and will benefit both India and Myanmar significantly in the coming days. More such Indo-Myanmar infrastructural projects are needed and expected in the not so distant future that will increase connectivity, trade and commerce, tourism and strengthen socio-cultural ties and people to people contact between both nations. However, currently the strongest focus for both nations should be to cooperate with one another in curbing cross border terrorism, human and wildlife trafficking, smuggling of contraband products along the vast Indo-Myanmar border areas. In addition to diplomatic ties, both nations need to increase their military and security engagements to address these pressing issues jeopardizing security concerns for citizens on either side of the border. Due to the inaccessible terrain and heavily forested areas on either side of the 1600 km long Indo-Myanmar border, several members of various insurgents groups operating in either country, criminals, traffickers, smugglers as well as illegal immigrants are securing refuge on either side of this porous international border. Indo-Myanmar initiatives need to first focus in addressing these security concerns that is holding back peace, stability and economic progress of both nations. Only through close intelligence and military cooperation and strong engagement between the two governments can these problems be properly addressed.

Surrogacy Bill

Dear Editor,

The Surrogacy (Regulation) Bill, 2016, proposing a complete ban on surrogacy, is welcome. Commercial surrogacy is nothing short of slavery. A woman, after carrying a baby in the womb, feeding it with her blood and going through the labour/Caesarian pain to bring it to the world, has to let it be uprooted for good to financially survive in this brute world. This is a nasty violation of human rights. Those who speak in favour of commercial surrogacy should now start a movement for commercial market for human organs as well! Even a brute may feel what a pain a woman has to suffer for all her life to remain behind the curtains forever from the one who is nothing short of her child. Quite justifiably, a mother is often being referred to as "garbhadharini janani" to acknowledge her toil for motherhood. Indeed, commercial surrogacy is a grave insult to motherhood and humanity.  Susma Swaraj should be thanked for her efforts to clean the blot of commercial surrogacy from the face of Mother India which is totally banned in several developed countries.

Yours,

Sujit De, Kolkata
